Southeastern Houston County in southeastern Minnesota... Western Vernon County in southwestern Wisconsin... Southeastern La Crosse County in west central Wisconsin... Southwestern Monroe County in west central Wisconsin... * Until 100 AM CDT. * At 858 PM CDT, Doppler radar indicated thunderstorms producing heavy rain across the warned area. Between 1.5 and 3 inches of rain have fallen. Additional rainfall amounts up to 1 inch are possible in the warned area. Flash flooding is ongoing or expected to begin shortly. HAZARD...Flash flooding caused by thunderstorms. SOURCE...Radar. IMPACT...Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas. * Some locations that will experience flash flooding include... Freezing rain is a condition where precipitation which has fallen in the form of
water droplets reaches temperatures which are below freezing and freezes upon
coming into contact
with surface objects. The result of this precipitation is a glaze of ice which
can be damaging to plants and man-made structures. A severe onset of freezing
rain which results in a very thick glaze of ice is known as an ice storm.

Hail is a form of precipitation which is recognized by large solid balls or
clumps of ice. Hail is created by thunderstorm clouds with strong updrafts of wind.
As the hailstones remain in the updraft, ice is deposited onto them until their
